Title: Silo roof with reinforcement bands The invention relates to a cover for a holder. More in particular, the invention relates to a cover of a container with a by-pass wall enclosing an inner space, the cover being made of a foil-like material, the edge of the cover being clampable on the outside of the wall of the holder such that the cover covers the inner space enclosed by the wall, the cover being supported in the middle by a center column, and wherein reinforcement bands extending from the center column to the wall of the holder are arranged on the underside of the cover. More in particular, the invention relates to a cover of a container with a large volume, for example a silo, a fermentation tank or a manure tank. Such large volume containers are used in farms, water treatment plants, and also in biogas plants. They can here comprise a diameter up to an order of magnitude of 50 meters. The height of the wall, as well as the diameter, is adapted to the specific requirements and can, for example, be 6 meters. A substantial part of the wall can extend below the earth. As a rule, the bypass wall has the shape of a circle ring. However, the contour of the wall can also deviate from that of a circle ring. Particularly in the case of biogas plants, a tight cover of the container is mandatory, so that not too many harmful gases can escape. The requirement for a tight cover is achieved in a conventional manner through a roof which comprises a closed tarpaulin or corresponding foil-like cover. For example, the German utility model DE20 2012 012 703 UI shows an embodiment in which the foil-like material of the cover itself is clamped by means of an at least partially circumferential profile in the vicinity of the upper edge of a container wall. Other embodiments shown include reinforcement tapes that are welded under the foil. The sealing foil or tarpaulin, for example, consists of a PVC-coated fabric under which polyester tapes are welded. The welding is usually done by means of hot air or by means of high-frequency welding. The production of such covers is cumbersome due to the welding of the reinforcement bands. For mounting the cover, a temporary support structure is usually required, which supports the cover, until it is permanently tensioned on the container wall. The German utility model DE 20 2013 105 645 UI of the present applicant shows a cover in which additional tires are welded under the foil-like material. These additional tapes allow a later opening of the cover and simplify the tight attachment of an extra flexible sealing foil to the container wall. However, a temporary support structure is required when mounting this seal. The production of this cover is correspondingly complex as in the embodiment in which the reinforcement bands extend over the entire radial distance of the foil-like material. The object of the invention is to provide a cover for a container with a by-pass wall that is easy to manufacture and assemble. This object is achieved in that the reinforcement bands form a separate structure separate from the cover, which is tensioned between the center column and the wall of the container and is located under the foil-like material of the cover. In other words, the reinforcement tapes are not welded to the underside of the foil-like material of the cover, but mounted as a separate structure. This has the advantage that it allows the mounting straps to be tensioned without any aids. After attaching and tensioning the reinforcement tapes, the foil-like material is applied to the structure of the reinforcement tapes and itself attached. The method described further has the advantage that the reinforcement tapes do not have to be welded to the foil-like material during the manufacture of the roof structure. This saves time and the related costs. When welding the tires to the foil-like material, the choice of materials of the tires is greatly limited. Individual tires can be made from any materials. In addition, the tires can be manufactured from various strengths and widths, such that the strength of the tires can be much higher than the strength of the tires welded to the foil-like material. Finally, the foil-like material can be detached from the cover of the wall of the container without having to release the reinforcement bands. In this case the foil-like material does not fall into the holder, since the structure of the tensioned reinforcement bands is still present under the foil material. This makes maintenance and repairs as well as the work to replace the foil-like material easier than with conventional covers. In practice, the two ends of a reinforcement band can be attached to the wall of the holder and the middle part of the reinforcement band can be attached to the center column. In other words, each reinforcement band can run substantially diametrically at the top over the container, with its ends both attached to substantially opposite points of the container wall, and attached to the top of the center column with the middle part. Thus a very stable structure of the tensioned reinforcement bands is created. In practice, a ratchet, tensioner and / or buckle for tensioning the strap can be attached to a wall of the holder for each end of a reinforcement band. Ratchets are already used to tension the foil material. According to the invention it is possible to place two ratchets, tensioners and / or buckles at one point on the holder wall as a fastening, the first ratchet, tensioner and / or buckle a reinforcement band and the second ratchet, tensioner and / or buckle the foil -like material. In an alternative embodiment, the end of a reinforcement band can also be attached to the wall with a buckle or hook. In practice, a fastening device can be provided on the upper part of the central column, to which the reinforcement bands can be attached. The foil-like material can be attached to the fastening device above the reinforcement bands. On the upper part of the center column, in practice, a kind of dish or a preformed, ball-rolled disc can be placed on which the reinforcement bands lie. After tensioning all the reinforcement bands, a cover plate can be mounted on the dish, with which the reinforcement bands are fixed. A rotatable clamping plate can be mounted on the cover plate, onto which a clamping ring can be screwed, which fixes the foil-like material on the upper part of the central column. The clamping ring can be fixed by means of screw bolts and nuts. The fixing device thus comprises the dish on the upper part of the center column, the cover plate, the clamping plate and the clamping ring, together with the associated fixing means. In practice, the structure of the reinforcement tapes can then be tensioned between the center column and the wall of the container, and then the foil-like material can be applied to the structure of the reinforcement tapes and also tensioned. This makes it easy to assemble the cover without any aids or support structure. The outer edge of the foil-like material can comprise a seam with open inner space, in which a peripheral tube is arranged, which can be fixed to the wall of the holder. As already noted, ratchets can be mounted on the wall of the holder for tensioning the foil-like material which engage on the edge tube. In the figures, the same or corresponding parts are indicated by corresponding reference numerals. A silo holder 1 is shown in the figures. The silo holder 1 comprises a wall 2 and a cover 3. The wall 2 has the shape of a cylinder jacket. The stretched cover is conical. The cover comprises foil-like material, for example a textile fabric from synthetic yarn, which is provided with a PVC layer on both sides, whereby a substantially gas-tight tarpaulin is formed. The diameter of the cylinder casing formed by the wall 2 can, for example, be in a range of 10 meters to 50 meters. At a distance of, for example, 75 to 150 cm, fastening means 4 are arranged on the upper edge of the wall 2, with which cover 3 can be tightened to the wall 2 of the holder 1. Figure 3 shows that the cover 3 in the middle is supported by a center column 5. The central column 5 is attached to the bottom 6 by means of a fixing tube 7 with collar 8. This can be seen, for example, in Figure 6. The collar 8 is normally screwed onto the bottom 6. The central column 5 can be fixed in the mounting tube 7 by means of screws or bolts. In particular, Figures 3 and 4 show that reinforcement bands 9 are arranged in the lower region of the foil-like material of the cover 3. For the sake of clarity, only a few reinforcement bands of the reference numeral 9 are provided in figures 3 and 4. The fastening means 4 for the reinforcement bands 9 and the foil-like material 3 on the wall 2 of the holder 1 are explained in particular in Figure 5. Figure 5 shows that two ratchets 10 and 11 are mounted on the wall 2 of the holder 1, which together form fixing means 4. The inner ratchet 10, which is close to the holder wall, tensiones the reinforcement band 9. The outer ratchet 11, which is further from the holder wall 2 relative to the ratchet 10, pulls an edge tube 12 downwards, which in a hem an open inner space 13 of the foil-like material of the cover 3 is introduced. To each fastening point on the wall 2 of the holder 1, a ratchet pair comprising an inner ratchet 10 and an outer ratchet 11 is then attached as fastening means 4. The ratchets 10 and 11 can be mounted on the wall 2 relative to each other, at different heights, and / or mounted on the wall 2 offset from each other in the horizontal sense. It can be seen that subsequently all inner ratchets 10 can be used to uniformly tension the reinforcement bands 9 between the upper part of the wall 2 of the holder 1 and the central column 5. Subsequently and independently of this, the foil-like material of the cover 3 is laid on the reinforcement bands and tightened with the outer ratchets 11. As a tensioning device for the reinforcement band 9, a buckle can also be provided as an alternative to the inner ratchet. The attachment of the reinforcement bands 9 at the center column 5 is shown in Figure 4. Arranged on the upper part of the center column 5 is a dish 14, also called ridge plate, which forms part of the fixing device for the reinforcement bands 9. All reinforcement bands 9 rest on this tray 14. In practice, the reinforcement bands 9 can be attached with their ends to two substantially opposed positions of the wall 2 of the holder 1 with ratchets 10, and to be located in the upper part of the holder 1 extend diametrically, such that their central part rests on the dish 14 on the upper part of the central column 5. A centering cone 15 is welded to the underside of the dish 14 and extends in a centering hole 16 on the upper part of the center column 5. The tensioned reinforcement bands 9 are located in this distance. The spacers 17 prevent the reinforcement bands 9 from being excessively compressed between the dish 14 and the cover plate 19. The spacers 17 can fix the reinforcement bands 9 during installation and during tensioning. A clamping plate 20 rests on the top of the cover plate 19, which plate is rotatably arranged with respect to the cover plate. The clamping plate 20 carries the middle part of the foil-like material 3 of the cover. For this purpose, several screw bolts 21 are welded to the top of the clamping plate 20. A clamping ring 22 rests on the peripheral part of the clamping plate 20 and is screwed onto the screw bolts 21 with the aid of screw nuts 23. The foil-like material of the cover is clamped between the clamping ring 22 and the top side of the clamping plate 20. For this purpose, the foil-like material comprises a recess in the middle, the diameter of which corresponds approximately to the inside diameter of the clamping ring 22 and comprises a plurality of holes which can be pierced by the screw bolts. A cam tube 24 is welded to the top of the cover plate 19. Figure 4 in particular shows that with sufficient tension of the film-like material 3 of the cover and of the reinforcement tapes 9 a constant distance of one or a few centimeters between the film-like material 3 of the cover and the reinforcement tapes is created. The foil-like material 3 of the cover then forms a separate structure with respect to the reinforcement bands 9. In the mounted state, the plate 14, the cover plate 19 and the clamping plate 20 together with the clamping ring 22 form a fastening device, by means of which all components of the cover that is, the foil-like material 3 and the reinforcing bands 9 extending underneath are attached to the center column 5. The plate 14, the cover plate 19 and the clamping plate 20 together with the clamping ring 22 can in practice consist of steel or a correspondingly stable material. The clamping plate 20 rests rotatably on the cover plate 19 such that the foil-like cover 3 attached to the clamping plate can be directed with respect to the wall 2 of the holder 1. It is noted that the concrete construction of the fastening device can vary considerably. It is only necessary to provide a fastening device on the upper part of the center column 5, which fixes on the one hand the necessary reinforcement tapes 9, and on the other hand provides a fastening for the foil-like material of the cover 3 above the reinforcement tapes 9.
